Diplomacy is not always independent. In most occasions, it is either driven by the compulsions of existing political developments or by the exigen cies of economic need of a country. A foreign policy gets more or less static when it is guided overwhelmingly by domestic political factors and it gets dynamic and vibrant when it is geared by the compulsions of economic growth to meet economic exigencies. And when a nation starts shifting the basis of its foreign policy from political imperatives and domestic compulsions to growth-oriented and open-ended considerations, then the foreign policy becomes resurrected, resuscitated and rejuvenated. But it depends upon the approach of the neighbouring countries too. If the neighbours are not able to shift their traditional policies and continue to pursue their narcissistic politics driven foreign policy then the perils of proxy war looms large and gives a jolt to the progressive foreign policy. In this case, the foreign policy is bound to become precarious, pernicious and pestiferous and ultimately focuses on establishing forceful domination.
